Difficulty accessing Object Data and attributes via Autodesk APIs

I still can’t access the same data that’s visible in the Properties → Design tab — it always returns empty (Records.Count = 0).
But I can't figure out how to access those (in memory opened) drawing's Civil 3D objects.
For every block reference where HasAttributes is True, calling GetAttributes() throws a COM error 9 (“subscript out of range”).
i can see the object data table and definitions and field names, but cannot seem to get to the value of each field.
In BIM360, On click of properties Icon, it shows only Polygon ID, Layer Name, Geometry but not user created / entered attributes
