Lack of granular control and flexibility for dashboard annotations
Users are struggling with a lack of precision in how annotations are displayed and created. Specifically, there is a need to limit annotations to specific panels rather than showing them globally, as well as a desire for more flexible role-based permissions for creating annotations.

I’m not sure when we’d ever really want to see tagged annotations on every single panel in a dashboard.
any chances to have an option to disable annotation on a specific graph ? It is a bit awkward to have annotations on all graphs…
it would be very handy to filter the annotations of graphs within the same dashboard, so some would not have all the annotations
maybe it would be reasonable to add a possibility to create custom annotations for read-only editors.
how can the user anonymous write annotations in a dashboard with the org.role=viewers.
