Visual styles and scene settings not persisting when exporting to Layout

When I export the top (plan) view into Layout the lines are light grey instead of black.

When I go to that scene in Layout, it shows up as xray.

I copy and paste into LAYOUT file I want it in and the scene characteristics do not stick Instead I get the colored version

When I copy and paste into LAYOUT the plan reverts back to it’s rendered version, instead of the black and white version in the scene.
