Legend visibility and navigation issues in graphs
Users are experiencing difficulties with graph legends, including the lack of scrollbars in certain views and the inability to hide zero-value bars from the graph. There is also a request for better legend positioning and the ability to set maximum widths for alignment.

I think this will be good to show scrollbars in case you mentioned.
I manage to hide the row from legend but not from the graph.
when I render a picture, than I can see the legend with a scroll bar. But I can not scroll down when it is a picture.
