Kibana 500 Error and Access Issues when xpack.security is disabled
After upgrading to Kibana 9.4.1, users are experiencing 500 Internal Server Errors when xpack security is disabled. The system attempts to call security endpoints that do not exist in this configuration, preventing access to the UI.

Kibana I can't access Kibana with xpack security disabled since upgrading my test setup to 9.4.1
As Elasticsearch has security disabled, the _security/ endpoints are not available for Kibana to call. However, prior Kibana versions did not call this endpoint.
